In Relaunched's 1.1.0 service redesign, a service affects colonists across its dome and services of the same type pool together. If a type's combined service capacity is below the dome population, the stat gain scales down proportionally; work shifts contribute capacity. Compare the same service type and eligible population before building another service. This does not mean every service works for every colonist group, and no visit requirement should be assumed from the old game's rules.
