For the Kilima Docks project, keep community-progress points separate from Civic Project XP and check whether construction is still incomplete before relying on title milestones. For friendship quests, follow the character-specific level gates. Treat the supply-kit selector workaround as a dated 0.206 known issue, not a confirmed current bug.

Use the 0.206 workaround only if the exact manual-selection and Star Quality conditions match; later patch notes do not confirm whether it remains current.
