Identify which progression gate is actually closed
The community Scanner entry describes scanning fragments to add blueprints to the PDA. The Repair Tool entry instead describes repairing the Lifepod's damaged secondary panel and Radio. A new Scanner will not repair hardware, and a Repair Tool will not award fragment blueprints.
Start by opening your PDA blueprints and the Lifepod interior. If the missing item shows unfinished scan progress, search for its fragments. If the Radio or panel is visibly damaged, follow the repair route. Avoid gathering random resources before identifying which dependency is missing.
- Craft and equip a Scanner using the recipe displayed by your Lifepod Fabricator. Scan nearby fragments deliberately and inspect blueprint progress in the PDA.
- Inspect the Lifepod's damaged panel near the Fabricator and the Radio; treat them as repair targets rather than scanner targets.
- Craft a Repair Tool from the in-game recipe and verify that it has power before using it.
- Repair the damaged secondary systems panel and then the Radio; observe whether each target's damaged indicator clears.
- Check the Radio for available broadcasts. If none is ready, continue ordinary exploration and recheck later rather than treating silence alone as proof of a failed repair.

Use the visible state to distinguish failures
The Lifepod reference says the Radio must be repaired before messages can be received. A functioning but quiet Radio is a different state from a damaged one. The Repair Tool itself uses a Battery; if it does not operate, check its charge and the target surface before rebuilding the tool.
Fragment requirements differ by item. The Scanner can scan many things, but a single scan is not automatically a complete blueprint. Read the PDA's progress for the specific technology instead of assuming that a nearby wreck is fully explored.

Worked example: a blueprint and a broadcast are not the same task
Illustrative diagnosis, not a recorded save: the player wants a new tool and also sees a damaged Radio. Their PDA shows one of several required fragments scanned. Repairing the Radio may enable story broadcasts, but it cannot complete that blueprint. Conversely, scanning another fragment does not fix the damaged Radio. Put the two tasks on separate lines and verify each state independently.
If the Repair Tool repairs the panel but the Radio still looks broken, return to the Radio target and use the tool there. The cited Repair Tool page names both early Lifepod uses; clearing one damaged object is not proof that both have been repaired.

Leave a reproducible progress record
If a guide's menu label or repair target differs, record platform, version, mode, blueprint progress, Lifepod panel state, Radio state and Repair Tool charge. A screenshot of those separate states is more useful than the statement 'progression is stuck.'

Will the Scanner repair the Radio?
No. The Scanner is for scans and blueprint progress; the Repair Tool addresses the damaged Lifepod panel and Radio.
