Minecraft Enchanting Table Below Level 30? Audit Shelves and Gap

Count effective shelves, not decorative shelves

Mojang explicitly distinguishes regular bookshelves from chiseled bookshelves: the latter do not increase enchanting-table power in its explanation. The community Wiki describes 15 effective regular shelves for the maximum offer. Merely seeing 15 shelf-looking blocks in a room does not mean the table counts 15.

The relevant ring leaves a one-block gap around the table. Shelves sit on the same height or one block above the table, and the path through that gap must be unobstructed. A torch, carpet or other placed block in the gap may cause a shelf to stop counting depending on the block and edition; clear the gap for the simplest controlled test.

1. Check edition/build and temporarily remove mods that replace the normal enchanting system.
2. Place the enchanting table in a clear area and count 15 ordinary bookshelves, not chiseled shelves.
3. Leave one empty block between table and each counted shelf; keep shelf positions at table height or one block above.
4. Remove decorative blocks from the gap while testing. Reopen the table with an eligible item and lapis to inspect the third offer.
5. If the third offer reaches level 30 but remains unavailable, verify the player actually has level 30 experience and enough lapis. Do not spend on a low offer merely to prove the room works.

A quick shelf-count decision table

Read the UI after each single change. This distinguishes a missing valid shelf from a player-level or lapis problem. Adding a sixteenth shelf cannot compensate for an obstructed or wrongly positioned one if fewer than 15 are counted.

Worked example: the sixteenth shelf is not the fix

Illustrative diagnosis, not a recorded save: a room has 15 shelf-shaped blocks, one of which is chiseled. The table still shows a lower top offer. Replacing that decorative block with an ordinary bookshelf is a more direct test than buying another shelf for an unrelated wall. Reopen the UI after the swap to see whether the top offer changes.

If all 15 are ordinary but the offer is still low, remove blocks in the gap and validate height. If the offer becomes level 30, restore decorations one at a time until the obstruction is identified. This provides evidence for the specific room rather than relying on a generic picture.

Do not confuse offer level with payment

A level-30 offer requires the player to have 30 experience levels available, but the displayed requirement and the levels/lapis consumed are not the same number. Use the installed UI for the actual cost and never treat a level-30 setup as a guarantee of a particular enchantment. If the room is correct and the roll is unwanted, solve the roll decision separately.
